Under the leadership of 18th National Congress of the Communist Party of China (18th NCCPC),both distinguished and emerging scholars specializing in non-traditional security research have carried out in-depth studies on various security and development-related issues in China. This book,from the perspective of non-traditional security governance,provides reflection on security problems at the human,social,national and global level,presents the longstanding efforts of Chinese scholars to enrich "security connotation",construct a "Chinese Perspective",widen "diplomatic paths",emphasize "positive peace",innovate "security governance",advocate "cultural consciousness",and reshape "state types". One effort of this book is classifying "Non-traditional Security" by using a new approach,which based on the "domestication of international issues" and "internationalization of domestic problems" and taking its origin from non-traditional security events and the unique responses of different states,classifies "Non-traditional Security" into the following four types:Exog-enetic Non-Traditional Security,Endo-genic Non-Traditional Security,Dual-genic Non-Traditional Security and intertwined Multi-genic Non-Traditional Security. This book is divided into three sections. The first section includes the Foreword and the General Report ,which together provide a general backdrop of the non-traditional security outlook from 2012 as well as the key issues,tendencies and prospects in 2013. The second section employs three separate reports on maritime security,anti-terrorism and women security. Section Three,based on the above-mentioned new classifications of non-traditional security threats,includes 14 articles that analyze issues such as maritime security,women security,financial security,ecological security,population security,food security,land security,water security,frontier security and information security. It explores important issues such as global anti-terrorism,non-traditional security cooperation between Northeast Asian states,the security of overseas Chinese citizens,the role of international NGOs in human security and military involvement in the non-traditional security issues. This book also suggests that"HeMei China" (Harmonious and Beatiful China) needs to undergo a transformation with regards to governance and institution building in order to more effectively address non-traditional security challenges.Yuan Ming,a Professor at Peking University's School of International Studies,proposed that cultural consciousness in the era of globalization is not only reflected through the process of information integration and cultural interaction,but also by the movement of thought communication and academic exchange. Based on this notion,this book attempts to demonstrate the role of cultural consciousness in non-traditional security.Professor Yizhou Wang of Peking University's School of International Studies stated that China's non-traditional security studies from the past ten years have three characteristics. First,some significant volumes of qualified and distinguished academic works have been produced on non-traditional security issues. Second,highlighted by the Centre for Non-traditional Security and Peaceful Development Studies of Zhejiang University (NTS-PD) as well as the installation of a Non-Traditional Security Management Ph.D. program,China has made consistent efforts to cultivate young non-traditional security leaders. Finally,wide and extensive academic communications with international fellows has been observed and Chinese security studies are playing an increasingly cutting-edge and comprehensive role in international security studies. Professor Wang asserts that publications of blue books and other works on non-traditional security should increase in quantity and grow in quality.
