  Annual report on China's tourism safety and security study (2013) ANNUAL REPORT ON CHINA'S TOURISM SAFETY AND SECURITY STUDY(2013) (Blue Book of Tourism Safety),was the annual research report written by experts organized by Tourism College of Huaqiao University and Center for Tourism Safety & Security Research of China Tourism Academy. It is an important part of BLUE Book Serial Publication of Social Sciences Academic Press.This year's Blue Book of Tourism Safety is consisted of three parts—general report,special reports,and regional reports.The special reports are divided into three parts,which are Industrial Safety,Safety Affair,Safety Management. Starting with the overall picture of China's 2012 tourism safety and security,the general report comprehensively analyzes the safety situation of the major branch of China's tourist lodging industry, and systematically analyzes each kind of the situation of tourism emergent events.By reviewing 2012's major managing issues of industry subject,the general report analyzes the year 2012's influencing factors of China's tourism safety and security,and offers the analysis and prospects of 2013 China's safety situation of tourism. In 2012,China's safety state of tourism industry stayed stable.The number of tourism emergent events increased while its number of deaths dropped dramatically;traffic accident was still the major type of tourism emergent events and the pressure on the protection of the foreign tourism safety and security was mounting.The features of China's 2012 tourism safety and security situation are as follows.In terms of tourism branch industry,tourist lodging safety emergent events presents mainly as traditional safety emergency,and the extreme behavior of customers or social third parties becomes the new potential hazard of tourism lodging emergency.The safety emergency of tourist catering industry has the distinct type and character.The number of traffic accidents and casualty in tourist transportation industry still ranked first.The emergent events in tourist attractions are mainly accidents and social safety incidents,which mostly happened in geological attractions and water scenic spots.The safety situation of travel agency industry is mainly influenced by the elements of holiday tourism and diplomatic political risks.In terms of the types of tourism safety emergency,the frequency,strength and loss of tourism natural disasters are all very high.Tourism incidents hadn't been checked effectively.The incidents in self-driving travel,chartered vehicle travel,mountaineering adventure mainly organized by "Lvyou" and aquatic sports in public baths,the majority of which is beach,are increasing.Tourism public health safety incidents are mainly food poisoning and pestilence.The situation of tourism social safety is still severe and has a larger difficulty in prevention and control.In terms of safety management,it's improving in the safety consciousness of travel subjects,tourism safety responsibility,the order of tourism market,the ability of tourism emergency management and tourism safety protection. The general report presents both negative and positive factors that will influence the safety state of China's tourism industry in 2013.The major factors includes various natural and social potential safety hazard,pluralization of tourist transportation,the issue of market credit,the coexistence of the improving situation of tourism laws and the dilemmas of regulations and enforcement,the problem of travel agency demonstration insurance project and the settling difficulty of tourist and the problem of providing warning information of travel service and improving the emergency recur ability etc.Looking forward to 2013,the general situation of tourism safety and industry will be good. Tourism Law is to be published,trade deficit of travel industry will be reduced,mechanism of transnational tourism safety emergency will be set up step by step,the tourism market exit mechanism will be improved and the system of tourism safety knowledge popularization and education is becoming mature.
