  Annual report on the development of Shenzhen economy (2013) As the major part of Blue Book of Shenzhen,Annual Report on the Development of Shenzhen Economy (2013) covers the performance of economy of Shenzhen in 2012 and its prospect in 2013,as well as measures for confronting difficulties and problems. In 2012, facing complex and challenging economic environment at home and abroad, following the theme of scientific development and the strategy of accelerating the transformation of economic development model, in accordance with central government's policy of making progress while ensuring stability, Shenzhen municipal government attached equal importance to maintaining economic growth and adjusting economic structure. By improving economic regulation, the economy of Shenzhen maintained good momentum, which reflects the improving quality of economic growth. In 2012, Shenzhen's economy made great achievements. Firstly, the economic growth rate of Shenzhen was 10%, maintained previous year's level; and per capita GDP reached 19000 US dollars, 1000 US dollars more than the previous year. Secondly, output per square kilometer of the built-up area was approximately 14.9 billion yuan, 0.15 billion yuan more over the previous year. Thirdly, the value of high-tech product output amounted to 1.29 trillion yuan, with independent intellectual property rights accounting for 61%; the output value of high-tech products by the above-scale industrial accounted for 61.77% of total output, 3.6 percentage points higher than the previous year. Fourthly, whole R& D investment share of GDP increased to 3.81%, 0.15 percentage points higher than the previous year. Particularly, the PCT international patent applications were 8024, accounted for 40.3% of the country's total, ranking first nationwide in 9 consecutive years. Fifthly, the total amount of consumption of water, gasoline and diesel sales, manufacturing electricity decreased by 0.61%, 1.79% and 1.06%, respectively, energy consumption per million yuan output fell more than 4.25%, water consumption per million yuan output fell more than 11.7%. Finally, the per capita disposable income exceeded 40000 yuan, increased by 11.6% to last year, as well as exceeded the economic growth rate. Looking ahead to 2013, the difficulties and risks of economy in Shenzhen should not be underestimated. The difficulties and risks lie in slowdown of economic growth, complex difficulties in restructuring the economy, the variety of interwoven social contradictions in transition period and decreased profitability for businesses. The report proposes some policy suggestions, including promoting sustainable development of Shenzhen by relying on scientific and technological innovations, deepening the reform of the economic system, opening wider to the outside world and expanding international exchanges and cooperation, further promoting ecological and environmental protection by industrial restructuring and upgrading. Unlike last year's,this report covers five parts, which are Macro-economy, Industry, Reform and Innovation, Special Topics and Regional Development.
