As the No.2 file was promulgated by the State Council, which was proposed by "The opinion of further strengthening and improving the economic society sound and fast development of the Guizhou province", a comprehensive planning considering Water Conservancy Construction, ecological construction, and rocky desertification control was newly released as well as the development scheme of Qianzhong economic zone. The development of Guizhou province has risen to the national strategy. The support from the national government grows unimaginably rapid, which provides a strong and powerful backing for the social and economic development of Guizhou province. In 2012, the social development in Guizhou province presents the following four new aspects. The social undertakings have made new achievements. While education of various kinds and at different levels developed faster, free compulsory education was made available in both urban and rural areas and the amount of talents has reached 2.247million. Construction of the system of public cultural services has been constantly strengthened, which greatly enriched people's spiritual and cultural life.Construction of the social security system has made new progress. The basic endowment insurance system has fully covered the residents in rural and urban areas, and a full coverage of the basic medical insurance has been mostly achieved. With the basic establishment of new-type social assistance system, the urban and rural employment was also continuing to expand.Social management has made new breakthroughs. As many efforts were made to explore a new model of social management, building a peaceful Guizhou has also made solid progress. Living standards of the people have made new improvement. The actual growth rate of per capital disposable income growth for urban residents and the per capital net income for farmers were 11% and 13% respectively.Since the imbalances of the social development are still existing, inadequate capability of providing basic public services and low social management level bring a great pressure on livelihood improvement and maintaining stability in Guizhou province. The social development presents a diversified structure on conflicts of interests. 2013 is the first year to fully implement the spirits of the 17th National Congress of the CPC. Since the combined policy effect brought by the No.2 file and the priority of implementing the Western Development Strategy will continue to have impact, with the powerful support, the social development situation in 2013 is better than last year. The ability of poverty alleviation will be greatly improved. Continue to promote the ecological immigrant project, and there are remarkable improvements of production and living conditions in three massive poor areas.Education will develop faster. Ministry of Finance has pooled 5% of the administrative funds to invest in education. It will continue to push on with four breakthroughs project in education.A more proactive employment policy will continue to be implemented, so employment levels will increase significantly.Urban and rural residents' income doubling plan will be thoroughly implemented, which will promote urban and rural residents' incomes increase in the same pace with the economic growth.The level of social security will be improved greatly by pushing forward the overall planning of the construction of social security system, increasing security standards, and expanding the coverage.Construction of low-income housing will be enhanced, and the renovation of rural dilapidated housing will be intensified.Health care standards of both urban and rural residents will be further improved. It will perfect the new rural cooperative medical system, and both cities and states will work as a whole to launch a pilot program of critical Illness Insurance. While the county public hospital reform will be strengthened, the attention also will be paid to the construction of province-level, city-level and county-level hospitals as well as the standardization construction of township central hospitals.
